The OSCE ODIHR Election Observation Mission at the Curia

A Curia delegation led by the Deputy Heads of the Administrative Chamber of the Curia received, on 25 March 2026 in the premises of the Curia, the three-member professional delegation of the Election Observation Mission of the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Co-operation in Europe (OSCE).

During the meeting, the representatives of the Curia – Deputy Heads of Chamber Dr. Kálmán Sperka and Dr. Tamás Sugár, as well as Head of Panel Dr. Gábor Remes – presented the electoral adjudication activities and the most recent relevant case-law of the Curia.

They have emphasised that at the Curia, in election cases – just as in other types of cases – five-member judicial panels administer justice instead of the previous three-member panels. Larger panels ensure greater legitimacy and deeper professionalism. The Curia fully complies, in each case, with all the relevant substantive and procedural legal provisions and adjudicates election cases by duly respecting the applicable deadlines. Through the completely automated case allocation system of the Curia, the assignment of incoming election cases to the adjudicating panels is carried out based on transparent and objective criteria. The proper functioning of the case allocation system of the Curia was also acknowledged in the European Commission’s most recent, 2025 Rule of Law Report.
